Overall Objective of the Project: 

To promote the use of sustainable types of transport along the Adriabike cycling path. The project’s objective is to implement the sustainable mobility proposals and commitments, and to reduce the impact of traffic on the environment, in keeping with the development strategies of the local and regional communities throughout the project area. The objective is consistent with the main SEAP objectives, which aim to reduce CO2 emissions and energy consumption in the transport sector.

Project summary: 

The Inter Bike II project promotes cycling as a form of sustainable mobility while running daily errands or discovering sights of the cross-border area. The Inter Bike II will establish new pilot multimodal bike and bus services along the Adriabike cycling route which connects the Alps with the Adriatic sea. Pilot multimodal connections were introduced in 2014 in the Friuli Venezia Giulia Region. In 2018 the Municipalities of Koper and Monfalcone launched an experimental cross-border bike and bus service between Koper, Trieste, Monfalcone, Cormons and Grado. The bus service connected Adriabike and Alpe Adria (Salzburg – Grado) cycling routes. The service was performed again in summer 2019. Local Action Group of Eastern Veneto introduced in August and September 2019 a pilot bike and boat service along the Lemene river. At the end of 2019 a second boat service started  between Bibione and Caorle; two popular holiday resorts in the Venetian Lagoon. After spring break caused by pandemics it started to operate again in summer. An investment will also be made by the Municipality of Koper who will build in 2020 a new section of a cycling path leading to Adriabike in Hrvatini, near the border.

Moreover, the partnership intends to incentivise cross-border cooperation between local and regional governments’ spatial and traffic planning and promote sustainable mobility. A cross-border council is being set-up consisting of representatives of decision makers and stakeholders. Networking among tourist service providers is promoted and improvement of services for cyclists. The partners have already started these activities in the first Inter Bike project. The Inter Bike II total budget amounts to 1 mio eur. It will be completed by October 2020.

Main results: 

The establishment of cooperation between local authorities and other stakeholders in the cross-border area for the dissemination and promotion of sustainable mobility. Cooperation will be implemented through the cross-border project Committee, made up of representatives of the partnership and stakeholders operating in the field of sustainable mobility and cycling. The Committee will establish an interregional and cross-border partnership between local authorities and stakeholders within the project area aimed at preparing and implementing low carbon strategies, with a particular focus upon sustainable mobility, in consideration of environmental protection, territorial planning, and the development of sustainable tourism. The Committee will encourage the local authorities within the project area to adhere to the Covenant of Mayors initiative and to implement SEAPs by offering the support derived from the environmental directives for the regional development programs. It will monitor the implementation of the measures required by the environmental strategies. Several of these will be carried out within the context of this project through the introduction of new forms of multimodal transport and the implementation of the existing cross-border cycling network. The cross-border project committee will act as a starting point for the launch of a cross-border sustainable mobility forum, whose creation is planned for the future. This forum’s main task will be to create active partnerships between the local and regional authorities within the cross-border area, with the aim of harmonizing both countries’ transport policies.

Objectives and Activities

The project aim is to set up conditions for a more frequent use of bicycle and reduce the number of car rides. Introduction of multimodal services, building of cycling infrastructure and improvement of services for cyclists will enable to reach this objective. A cross-border project committee will be established in order to reinforce cross-border cooperation in development of mobility and tourism. Politicians and technical experts will constitute the committee.

CURRENT STANDING OF ACTIVITIES IMPLEMENTATION (February 2020)

Each Sunday by the end of April 2020 the bike and boat service connecting Bibione and Caorle in the Venetian Lagoon will operate. In March 2020 the platform of cycling routes of the western Slovenia will be presented. The first meeting of the cross-border group will take place. The group will promote the future cooperation on spatial planning, development of sustainable mobility and cycling tourism. In Hrvatini a new section of a cycling path will be built. In Veneto e-charging stations will be set along the Lemene river and the Adriabike route. Activities will be focused on project promotion.
