State of the art

With regard to the INTERREG Italy-Slovenia 2021-2027, the Managing Authority of the current Programme 2014-2020 had already proposed an item on the agenda of the 9th and 10th Monitoring Committee, held in October and December 2018 .

In May 2019 at the 11th meeting of the Monitoring Committee, the European Commission, through its representative illustrated the orientation document for preparation of the INTERREG 2021-2027 Programme prepared by the EC Directorate-General for Regional and Urban Policy and entitled “Border Orientation Paper-Italy-Slovenia” (BoP). The EC representative of DG Regio urged the Programme Monitoring Committee to activate the 2021-2027 programming phase.

During the 12th Monitoring Committee meeting in September 2019, the Managing Authority presented the technical documentation for the formal establishment of the Programme Task Force, prior designation of its representatives by the two Member States.

The Task Force was established. It met in its first session on November 12th, 2019 and approved its internal Regulations then modified through the 2nd TF’s written procedure (RoP and annexs). 

To the first TF were submitted also the survey for the public consultation, a timeline for the programming phase and a costs forecast for first preparatory activities.

During COVID-19 emergency between February and April 2020, three meetings (one in presence, two virtual) were proposed by the Managing Authority but not confirmed.

The Task Force decided that an application procedure to establish the new Managing Authority should be initiated prior to any other decision (ref. first written procedure - end of 2019. Region Friuli Venezia Giulia was confirmed as 2021-2027 Managing Authority in July 2020.

The 2nd, 3rd, 4th, 5th, 6th and 7th  TF virtual meetings took place between May and beginning November 5th, 2020 for discussion on MA’s establishment, on programming strategic approaches of the new programme (See analysis 0, analysis 1 and analysis 2), on External experts’ selection procedure for Programme documents drafting, as well as on the launch of the Programme public consultation.

From July 23rd to October 4th, the first questionnaire for the public consultation has been published in order to collect suggestions and contributions for the development of the new Programme 2021-27 from past and present beneficiaries and from the public (outcomes of this first public consultation).

From end of November 2020 experts have been working for the preparation of the Interreg Italy-Slovenia 2021-2027 programming documentation.

To date, Programme financial allocation and definition of the eligible area are still not determined.
